So neither Obama or McCain are likley to do anything with immigration reform in the first year or so which means its going to be right around when they are seeking reelection for a second term before something MIGHT happen.

Just like now neither of them will want to touch the immigration issue at that point for fear of scaring off voters, and so the cycle continues.
